Writing for ACI Journals Thank you for considering the ACI Journals as the publication venue for your research paper! ACI Journal manuscripts must be within the area of interest of ACI and further the knowledge in concrete materials, design, and construction; be original in authorship and publication; be based on adequate factual record; and be significant in data or treatment. Peer reviewers will evaluate the suitability of the manuscript for publication and state justification for publication. Here are the life-cycle milestones of a successfully published paper: Write and format your technical paper. Submit the paper for initial peer review. The paper formatting will be checked by staff. The paper will be blind reviewed by three reviewers. The reviewers will make one of four recommendations (accept, accept with revisions, decline with advice to rewrite and resubmit, decline). Authors with papers accepted with revisions and authors with papers declined with advice to rewrite and resubmit will receive reviewers' comments to incorporate. Accepted papers and revised papers that pass peer review will send ACI the final version of their paper. Your paper will be lightly copyedited, paginated, printed, and posted to the ACI website. Other authors may choose to write a discussion of your published paper. Papers chosen for excellence will receive awards at a future ACI Convention.   ACI Publications Policy sets the principles for all ACI publications. The steps below describe in more detail the publication steps for manuscripts in the ACI Structural Journal and ACI Materials Journal.   WRITING & FORMATING The language of publication is English and the manuscript must be understandable and correct in English writing, grammar, and syntax. The English language editing service found on the ScholarOne Manuscripts author dashboard will help ensure your paper is clearly written in Standard English. The following documents describe the editor's expectations for your paper. Author Guidelines (includes formatting rules, paper structure, initial and final submission processes) Sample Manuscript Table, Figure, and Equation Samples Manuscript Length Calculator   Some tips for working in Microsoft Word: Do not use Microsoft Word's automatic footnote capability. Place footnotes at the end of the document as opposed to within the text. Reference the footnotes using an asterisk (*). Do not use end notes in the final version of the manuscript. Do not link references or figures; rather, embed them. Do not use tabs with text (i.e., do not indent blocks of text). Use consistent spacing throughout the document. Use automatic word-wrap (soft returns) consistently for sentences within a paragraph and the enter, or return, key (hard return) at the end of a paragraph.   INITIAL SUBMISSION & REVIEW To begin the peer review process, please submit your manuscript through ScholarOne Manuscripts. This peer review management system is separate from ACI and requires you to have a separate login from the one you use on the ACI website. You can read more on the Manuscript Submission web page. Once your paper is received, staff will perform an initial check. You may be asked to make changes to the paper before we can send it out for peer review. If this happens, please submit a clean manuscript that does not show changes, corrections, or deleted material marked on the manuscript. Each paper is read by three reviewers who comment on the paper.   REVIEW RESPONSE & FINAL SUBMISSION The reviewers will make one of four recommendations: accept accept with revisions decline with advice to rewrite and resubmit decline   Authors of accepted papers will be asked to submit their final manuscript. Authors of papers accepted with revisions will receive the reviewer comments so these changes can be incorporated into the manuscript. These papers must then be re-reviewed. Authors of papers declined with advice to rewrite and resubmit will receive the reviewer comments. The authors can then, if they wish, choose to incorporate the changes into a re-written manuscript. These papers can then be submitted as a new paper. Declined papers cannot be re-submitted. Authors who wish to appeal a decision to decline should write to the Managing Editor. Please be sure to include the reasons for appeal and the manuscript ID number.   PUBLICATION & AWARDS Accepted papers will be lightly copyedited, layed out, paginated into a journal, then printed and mailed to subscribers. Authors will have an opportunity to review final pages before they are sent to press. ACI Materials Journal papers take about twelve months to appear in print, ACI Structural Journal papers take about twelve months. Authors are free to post their papers in their institutional repositories. At each Spring convention, ACI awards meritorious papers published in the calendar year two years prior. Award winners are listed on the ACI website.   DISCUSSIONS & CLOSURES Discussions are open to anyone who has significant comments or questions regarding the contents of a published ACI Journal manuscript. Discussions should not contain matter readily found elsewhere, advocate special interests, contain obvious commercial intent, controvert established facts, or be purely speculative, and must be written in a professional manner. Discussions must reach ACI headquarters before the deadline date. Because of deadlines, all discussion contributions must be complete and in compliance with all requirements to be considered for publication. Discussions should be brief: 1800 words or word-equivalents, including illustrations and tables, is maximum. Illustrations and tables count as 300 words each. Do not repeat references cited in the original paper, cite them by original number. Discussions should be about the paper, not some new or outside work on the same subject. Use references wherever possible instead of repeating available information. The author's closure should be related to the discussion received. If a closure is received within its specified deadline, the discussion and author closure will be published simultaneously. That will conclude the discussion on the published manuscript. Publication Policy This policy sets forth the criteria for selection, evaluation, and publication of material in ACI publications. Exceptions to this policy shall be approved by the Board of Direction. Introduction In the dissemination of technical information, the Board of Direction assigned primary responsibilities to the following committees: Technical Activities Committee (TAC), Educational Activities Committee (EAC), Certification Programs Committee (CPC), International Committee (IC), and the Editorial Boards (MJEB & SJEB). TAC is responsible for the technical content of publications developed by the Institute's technical committees. TAC shall be the final authority on technical issues in all publications. EAC is responsible for development of educational documents and teaching aids. CPC is responsible for development of certification documents. IC is responsible for publications within the International Publications Series. MJEB & SJEB are responsible for overseeing the two peer-reviewed ACI journals. The Executive Vice President (EVP) is responsible for the editorial treatment, format, mode of publication, and pricing of all publications. The EVP is also responsible for the assignment of material to particular periodicals, the technical content of non-peer-reviewed manuscripts in periodicals, and the assignment of material to compilations that are not reviewed by an ACI technical committee. ACI Publications 1. PERIODICALS ACI periodicals include the ACI Structural Journal, the ACI Materials Journal, and Concrete International. The ACI Structural Journal and the ACI Materials Journal are bi-monthly periodicals that are primarily research-oriented and may also include other comprehensive technical information. Concrete International is a practice-oriented monthly periodical. Authors need not be members of ACI to submit manuscripts for consideration for publication in the ACI periodicals. If a manuscript satisfies the basis of acceptability, its publication will be determined giving consideration to probable interest of and likely service to readers and maintenance of a well-balanced publications program. Basis of acceptability An acceptable manuscript shall be concise and shall: Be within the area of interest of ACI in accordance with its mission. Manuscripts dealing with general structural analysis or engineering treatments common to other materials will not be considered. Be original and significant in data or treatment and based on an adequate factual record that is either presented in the manuscript or is available by reference to the open literature. Conclusions of a manuscript must be fully supported by data or reference. Not be previously published, nor submitted for consideration elsewhere while in the ACI review or publication process. Be objective in treatment, avoid personalities and pleas of special interests, and be in good taste both technically and professionally. Be submitted in conformance with ACI procedures.   Evaluation system The evaluation system is structured to maintain the high quality and value of published material, and to minimize the time between submission and publication of acceptable manuscripts. Manuscripts submitted for publication in the ACI Structural Journal and the ACI Materials Journal will be given preliminary review by an ACI staff committee that selects reviewers for a peer review. ACI staff could reject a manuscript on preliminary review based on nonconformance to ACI procedures or a preliminary evaluation of writing quality. An ACI staff committee makes the decision regarding where a manuscript is published, taking into account recommendations from the reviewers and the authors' initial request for the publication venue. Manuscripts submitted for publication in Concrete International will be given preliminary review by an ACI staff committee that selects reviewers and/or the review method. During its evaluation, the content of a manuscript is confidential. Evaluation of a manuscript to determine its acceptability is also confidential, and while the reviewers' comments will be shared with the author, the identity of the reviewers will not be disclosed. Efforts will be made to avoid conflicts of interest of reviewers. Appeal of a decision not to publish a manuscript in the ACI Structural Journal or ACI Materials Journal should be made to the Managing Editor, and the appeal will be reviewed by the Editorial Board. After reviewing the case, the Editorial Board will issue a final recommendation. This recommendation is not subject to further review. Appeal of a decision not to publish a manuscript in Concrete International should be made to the Editor-in-Chief of Concrete International. 2. TECHNICAL COMMITTEE DOCUMENTS The term "technical committee document" refers to all ACI technical committee works, whether published or under development, such as codes, specifications, reports, and guides. All technical committee documents are developed by ACI technical committees in accordance with the ACI Technical Committee Manual (TCM). TAC reviews technical committee documents in accordance with the TCM and recommends to the EVP the publication modes judged most appropriate for specific documents. A technical committee has the right to appeal the TAC decision on a technical committee document in accordance with the procedures in the TCM. 3. SYMPOSIUM PUBLICATIONS (SPS) SPs are technical publications including manuals, handbooks, monographs, and symposium volumes. SPs may also include material developed outside the Institute. SPs may be authored by a technical committee or by individuals, who need not be members of ACI to submit material for consideration for publication. Review procedures for SPs are overseen by TAC in accordance with the TCM. For a symposium volume, the sponsoring technical committee is usually assigned the responsibility for review and selection of manuscripts, and ACI staff and TAC monitor the activity to assure that policies and procedures are followed. Manuscripts submitted for publication as a monograph will be given preliminary review by an ACI staff committee, which in turn selects reviewers and/or the review method. Manuscripts submitted for symposium volumes and monographs must satisfy the basis of acceptability described in the ACI Periodicals section of this Policy. Appeal of a decision not to publish an SP should be made to TAC in accordance with the TCM. 4. EDUCATIONAL COMMITTEE DOCUMENTS The term "educational committee document" refers to all educational committee works, whether published or under development. Educational publications are practice-oriented and are intended to raise the competence level of concrete producers, contractors, technicians, engineers, and others within the concrete industry. All educational committee documents are developed by ACI educational committees in accordance with the ACI Educational Committee Manual (ECM). EAC reviews educational committee documents in accordance with the ECM and recommends to the EVP the publication modes judged most appropriate for specific documents. Appeal of a decision not to publish an educational committee document should be made to EAC. 5. CERTIFICATION COMMITTEE DOCUMENTS The term "certification committee document" refers to all certification committee works, whether published or under development. Certification publications provide resources for preparation for ACI Certification exams. Certification publications are developed by ACI certification committees. CPC is responsible for the review of all certification publications. 6. COMPILATIONS Periodically, the Institute may collect manuscripts and documents from previously published ACI publications related to a specific topic, and issue these as a compilation volume. Such volumes may also contain publications from other sources with permission from the source publisher. Before publication, a proposed compilation will be reviewed by the chair of the technical committee on that subject, if one exists. If there is no substantive objection, the chair may write a preface or introduction for the compilation, and publication will proceed. A compilation will carry a disclaimer calling attention to the fact that it is a collection of previously published material, does not reflect ACI policy, and does not serve as a substitute for any ACI committee documents on the subject covered. 7. INTERNATIONAL PUBLICATIONS SERIES (IPS) DOCUMENTS For information not developed by ACI, the IPS provides a channel through which information, deemed to be useful and valuable by IC, can be published by ACI. Information contained within IPS documents usually originates internationally. An IPS document may also include information that originates in the U.S., for international dissemination, when other publication routes are unavailable. ACI committees shall not author IPS documents. The IC recommends documents for the IPS and administers the approval process in coordination with TAC. ACI does not technically edit IPS documents; however, the document may be edited for clarity and conformity with well-understood terminology. If the material is translated into English, additional editorial work may be recommended. 8. TECHNICAL AND EDUCATIONAL DOCUMENTS DEVELOPED BY ACI CHAPTERS ACI chapters may publish technical and educational information on topics related to ACI's mission in order to meet local needs due to local conditions or lack of published Institute information. Chapter documents must not conflict with published ACI documents. A chapter does not need Institute approval to publish a document. Such documents are considered the responsibility of the chapter and must be identified as a chapter publication. Chapter documents should contain the chapter logo and must not contain the ACI logo so as not to be confused with published ACI documents. ACI assumes no responsibility for ACI Chapter Publications. Chapters outside the U.S. are permitted to publish conference proceedings in a language other than English provided that in each case the chapter adheres to the following steps: (1) establish a local chapter review process for papers patterned after the ACI process; (2) include a page (or preface) in the volume describing the manuscript review and screening process for that conference; (3) publish a statement that the conference material was not reviewed by the Institute; and (4) print a logo and name that emphasizes and gives credit to the chapter as publisher of the proceedings. A copy of any such proceedings should be filed with the Institute. 9. TRANSLATIONS Translations of ACI publications can be provided by ACI chapters or other organizations. Official translations of ACI publications shall be approved by the Institute and contain the ACI logo. Unofficial translations must not contain the ACI logo. ACI assumes no responsibility for unofficial translations. A copy of any translation should be filed with the Institute. 10. DISCUSSIONS AND CLOSURES Manuscripts in periodicals and symposium volumes are open for discussion by the readership. Discussion must be brief, confined to the scope of the contribution discussed, professional, and objective. Discussion submitted for publication should offer some benefit to the general reader. The closing date for discussion of manuscripts published in the ACI Structural Journal and the ACI Materials Journal is indicated in each periodical. Discussion of symposium volumes shall be in accordance with the TCM. ACI Standards developed by technical committees are open for public review and comment in accordance with the TCM. A closure to the discussion is the exclusive privilege of the author of the manuscript discussed or of the responsible technical committee. Discussions and closures are published concurrently. After publication of the closure, further discussion between the author or technical committee and the discusser will not be published in ACI publications. 11. ERRATA Errata are issued when mistakes are identified within a publication. Errata for the ACI Structural Journal, the ACI Materials Journal, and Concrete International are published within the respective publication at the earliest possible publication date. Errata for other ACI publications are included when purchased. Errata for ACI technical committee documents and SPs are also published electronically on the ACI website for public dissemination. Units of Measurement ACI supports conversion to the International System of Measurement (SI) in accordance with Board of Direction Policy on Units of Measurement. The general policy of ACI is that all new and revised ACI codes shall be published in two separate versions, one using inch-pound units and one using hard-converted SI units. All new and revised guides, reports, and other publications shall use dual units. TAC grants an exception from the policy for Concrete International articles when an article-specific conversion table is included. TAC grants an exception from the policy for ACI journal papers and allows that SI units are mandatory while the use of dual units is optional; when using dual units, either inch-pound or SI units can be primary and the secondary should be in parenthesis. Nonarchival information, such as visual materials used at convention sessions, shall use units of measurement selected by the author. All conversions shall conform to the latest version of IEEE/ASTM SI 10, supplemented where applicable by ASTM E 621. In making hard conversions, due consideration shall be given to uniformity among Institute documents and to availability of metric products for concrete construction. Copyright Copyright release for all individually authored manuscripts published in the ACI Structural Journal, the ACI Materials Journal, Concrete International, symposium volumes, and monographs shall be signed by all authors and transferred to and held by ACI before publication. The copyright agreement includes, but is not limited to, the right to publish the manuscript, to reproduce it, and to disseminate it, either alone or collectively with other works in whatever fashion ACI deems appropriate. The authors reserve all proprietary rights other than copyright such as patent rights and the right to use all or part of the article in future works of their own such as lectures, reviews, personal websites, and textbooks. If ACI does not publish a manuscript within 24 months of the receipt of the final manuscript, the copyright is reassigned back to the authors. All ACI technical, educational, and certification committee documents belong to ACI. By participating in ACI committees, committee members acknowledge that the rights to such work products, including any copyright, reside with ACI. The copyright for SPs and compilations also belongs to ACI. Submission Requirements All articles submitted to Concrete International should include: No more than 3000 words of text, including author bios and references; No more than 8 figures, tables, and illustrations; A short biography (100 word maximum) and color passport-style photo of each author; A one-paragraph abstract of the article; and A maximum of 10 keywords.   Minimize your work by: Using a simple format (left alignment and automatic wrap); Placing figures and tables in separate files rather than in your text file; Using the author-year system for citations (we'll number them later); Avoiding the use of links for references or figures; Avoiding the use of endnotes or footnotes; Using placeholders for equations (like 'Eq. 1 Goes Here') and listing the equations in a separate file; and Avoiding placement of equations or figures into tables.   Image Format and Photos for the Cover While images embedded in the manuscript are fine for the review process, embedded images cannot be used for final publication. All photos and figures should also be sent as individual image files so we can verify that they are of print quality. Photos must be sent as .tif or .jpg files. They should be at least 4 x 6 in. at a minimum resolution of 300 dpi. Glossy prints or color slides are also acceptable. Author photos should be a minimum of 1 x 1.5 in. at a minimum resolution of 300 dpi. Graphs, charts, and line art can be sent as .tif, .jpg, .eps, .xls, .pdf, or .ai files. If your images were created in a different program, please inquire to see if we can accept the file format. We’re always looking for potential cover photos. Cover photos must be portrait (vertical) orientation. They must be sent as .tif or .jpg files and must be at least 8.25 x 10.75 in. at a minimum resolution of 300 dpi. Standards ACI technical committees disseminate information through consensus-based publications within the scope of a committee’s mission. Standardization is the most rigorous consensus process used by ACI. ACI standards are written in mandatory language. There are typically two types of ACI Standards – design codes and construction specifications. Design Codes Design codes are directed to the design professional, not the construction team. ACI design codes include, code requirements, code cases, acceptance criteria, and design specifications. Construction Specifications ACI construction specifications are written to direct the producers, testing agencies, and construction team, not the design professional. ACI specifications include both construction and material specifications.

Upcoming standards When a draft ACI Standard is processed through ACI's standardization procedures, it is made available to public review for a 45-day discussion period. If there are any draft ACI Standards available for public discussion, links to those drafts are provided below. You are invited to read these draft ACI Standards and provide comment.  Comments must be e-mailed to discussion@concrete.org. Comments must be received by the end of the public discussion period. Due to the volume of comments received, all comments must be submitted via the Comment Form to be considered by the committee. Please DO NOT PDF the comment form. All comments will be responded to by the originating committee. After the committee response is approved, comments and responses will be posted on this web page for 45 days. Public commenters have the right to a procedural appeal, according to 4.6 of TCM. Guides and Reports ACI technical committees disseminate information through consensus-based publications within the scope of a committee’s mission. Guides ACI guides are written in non-mandatory language and present committee recommendations for analysis, design, specifying, selection, evaluation, testing, construction, or repair of concrete materials or structures. Reports ACI reports provide information on concrete technology in the committee's area of expertise. TechNotes TechNotes are narrowly focused, single-topic guides, usually practice oriented. A TechNote presents specific direction on a particular issue, and may contain pictures, figures, tables, and numeric examples.  ACI Membership Access ACI Members now receive unprecedented free digital access to the ACI Collection: Practices, containing all 200+ guides, reports, and tech notes. Join today to access these documents.

Handbooks and Manuals Handbooks and manuals are ACI documents that provide tools and guidance to the practitioner on applying design, construction, and inspection standards. Handbooks typically contain charts, tables, and examples to facilitate design of concrete structures, formwork, and reinforcement detailing. Examples are provided to illustrate the steps in designing or detailing. Manuals often include compendiums of relevant ACI documents referenced by ACI standards, which engineers, contractors, and/or inspectors find valuable to have readily accessible.

Education Publications ACI educational publications use ACI technical documents as a basis, supplementing them as necessary, to produce documents that are intended for a wider audience. The documents are vetted by the educational committee, reviewed for conflicts with related technical committee documents, and finally reviewed and approved by the ACI Educational Activities Committee. The ACI educational committees produce a variety of documents. Committee E701, Materials for Concrete Construction, produces the free series that includes: (E1) aggregates, (E2) reinforcement, (E3) cementitious materials, (E4) chemical admixtures. Committee E702, Designing Concrete Structures, produces several free design examples. Committee E703, Concrete Construction Practices, produces CCS-1, Slabs-On-Ground and CCS-4, Shotcrete for the Craftsman, which are used as the basis for ACI Certification programs on these topics. Additionally, they produce The Contractor’s Guide to Quality Concrete Construction, which is recommended reading for several state contractor licensing exams and one of ACI’s best-selling documents. Committee E706, Concrete Repair Education, produces 14 free documents on repair application procedures. Committee E905, Training Programs, produces the Adhesive Anchor Installer Workbook (CP-80) and the companion DVD.   Several ACI educational documents are also available in Spanish.

Certification Publications ACI Certification Publications (Study Guides and Workbooks) are designed primarily to ensure that ACI Certification candidates have access to the technical materials used as resources to develop ACI Certification exams. In most cases, ACI Certification Workbooks and Reference Packages also contain ACI Certification or Education committee-developed study aids that candidates may use as the basis for self-study, or that Instructors may reference when assembling structured learning programs. Each Certification publication contains a section that describes the requirements and processes of the ACI Certification program it supports. In addition to ACI technical documents, copyrighted technical materials are used in ACI Certification Workbooks and Reference Packages from a variety of other concrete construction industry organizations. In some cases, ACI purchases separate publications from organizations and provides them in a package with other materials; in others, ACI obtains permission to reprint, pays royalties, and incorporates organizations’ materials directly into ACI Certification publications.

Submit Symposium Publication Symposium Publication Development is addressed in Chapter 12 of the ACI Technical Committee Manual (TCM). If the committee would like to consider to have a Special Issue in the ACI Journal instead of a Symposium Volume please contact Barry.Bergin@concrete.org Each sponsoring committee or organization should designate an SP Editor. To obtain preliminary TAC Approval, one of the sponsoring committees' chairs, or their designated SP Editor, submits a Preliminary Request Form. A minimum of 10 papers is recommended for an SP, and a Call For Papers Request may be submitted online. Papers published in SPs are subject to ACI's Publication Policy and are eligible to be considered for ACI paper awards. Upon notification from ACI staff of TAC's preliminary approval, work can begin on assembling the SP. Submission deadlines are listed in the SP and Technical Session Deadlines table. Authors submit to the SP Editor manuscripts which follow the SP Style and Format Guidelines. Editors administer the SP Paper Peer Review Process, which requires that for each paper submitted the editor selects at least two reviewers who are experts in the subject matter. Except in special cases approved by TAC, a reviewer must not review more than 25 percent of the papers for any SP or 10 papers, whichever is fewer. Editors send the reviewers the SP Paper Peer Review Form, the ACI Paper Awards Criteria, and a copy of each manuscript to be reviewed. Reviewers complete and return to the editor a peer review form for each paper reviewed. ACI's review procedures require anonymous reviews to avoid making reviewers feel constrained from making critical review comments. When the SP Editor is an author of a paper for the SP, the editor submits the paper to ACI staff to facilitate the anonymous peer review. Authors address review comments in preparing their final manuscripts, provide item-by-item responses to all review comments, and submit a signed Copyright Transfer Form. Electronic signatures are acceptable and encouraged. Editors follow the SP Final Submission Package Guidelines, and submit: An SP Final Request Form; Peer review forms for all papers (accepted or not); An MS Word file of each accepted manuscript, with a biography for each author, the address and contact number of the lead author, and a copyright transfer form signed by all authors of the manuscript; and An SP Final Submission Checklist for each accepted manuscript, confirming that reviews were conducted in accordance with ACI procedures and that comments were adequately addressed by the authors in the final version. SP Publication SPs are published in PDF. All pages are used for the PDF exactly as received from the author. Contact Barbara Coleman if you are interested in publishing in a different format. Symposium Volumes Practice-oriented papers written by individuals with real-world experience. Often focusing on practical applications, innovation, and niche topics, ACI symposium volumes include papers presented at ACI conventions, papers submitted as part of ACI convention sessions, and other papers approved by the sponsoring committee. Symposium papers are available individually, bundled by topic into symposium volumes, and entirely as an annual subscription.

Document Errata The committees responsible for ACI committee reports, standards and other documents strive to avoid ambiguities, omissions, and errors in these documents. In spite of these efforts, the users of ACI documents occasionally find information or requirements that may be subject to more than one interpretation or may be incomplete or incorrect. When potential errors are discovered in an ACI document, the committee chair has the authority to decide if a correction needs to be made and provides staff with the correction. The official change is issued in the form of an errata and made available to the public. Proper use of any ACI document includes periodically checking for errata for the most up-to-date revisions.

Frequently Asked Questions   COVID-19 What action is ACI Certification taking to address COVID-19? The COVID-19 pandemic has resulted in the postponement of most ACI Certification exam sessions, disrupting the opportunity for many Technicians, Inspectors, Craftsmen, and Specialists to recertify.  ACI has taken the position that the Project Owner's Representative (Engineer of Record, Specifier, etc.) is the proper entity to review a technician's credentials and determine if a waiver of active certification requirements is warranted/appropriate on a project-by-project basis. Therefore, project owner representatives may contact ACI Certification via email for information regarding individuals not appearing in the ACI Certified Personnel Directory list to assist the project owner in deciding if they should apply any waiver. Please send inquiries to ACI.Certification@concrete.org.   Credentials I've lost/damaged my wallet card/certificate. Can I order replacement credentials? Yes, you may purchase a new ACI Certification wallet card and certificate for $15. Please complete, sign and submit a Credential Replacement Order Form to ACI for processing. Policy on Sponsoring Groups for Certification Approved by the ACI Board of Direction

March 26, 2019   In developing certification exams for the concrete construction industry, the American Concrete Institute (ACI) has set forth minimum criteria by which an individual's proficiency is to be judged. Typically, ACI is not in a position to deliver certification exams directly to participants; therefore, it is necessary for ACI to have the ability to delegate this authority. However, if the need arises, ACI reserves the right to conduct exam sessions itself according to each program Policy.  In order to allow others to deliver its certification exams, ACI has adopted the "Sponsoring Group" concept. Sponsoring Groups act as agents of ACI in the delivery of ACI certification exams. Therefore, prior to being selected as an ACI Sponsoring Group, and for the duration of the period in which the group is authorized to act as a Sponsoring Group, such groups are subject to the following policies: Sponsoring Groups shall be approved, in writing, by ACI's Certification Department (hereafter referred to as ACI) before they will be permitted to conduct an ACI1 certification exam session. In all cases, approval of Sponsoring Groups shall be at the sole discretion of ACI.   In reviewing applications, ACI will consider, among other factors, the following:   The ability and willingness of the applicant to include in their constituency segments of the concrete construction industry impacted by the exams which they have applied to conduct. This includes individuals involved in the specification, production, design, construction, testing and inspection of concrete and concrete products. The applicant must establish a governance structure with representation appropriate to all of the exams for which the applicant has applied.2   The interest, experience and technical expertise necessary to conduct exam sessions exhibited by the applicant and/or their certification governance structure   The legitimate need for the applicant to conduct a specific ACI certification exam within their approved operational jurisdiction.   The primary objective of the applicant in applying for sponsorship, which must coincide with ACI’s overall mission of improving the quality of concrete construction within the political, social, and cultural dynamics of the intended operational jurisdiction.   Sponsoring Groups are required to maintain a governance structure to oversee the delivery of ACI exams. The governance structure shall consist of a committee of at least three (3) individuals, each working for a different employer and each producing a different product or service related to the concrete construction industry. At all times, at least one (1) member of the committee shall be a member of ACI. Further, ACI shall be furnished with a complete and accurate listing of contact information for all committee members including names, employers, type of businesses, physical addresses, email addresses, and both office telephone and cell phone numbers as available.   The certification committee shall obtain the services of ACI-approved examiners. The examiners shall operate under the direct supervision of the certification committee to conduct ACI certification exam sessions. Examiners are permitted to conduct ACI certification exam sessions only under the auspices of ACI or ACI-approved Sponsoring Groups; and they must comply with all ACI certification policies and procedures.3   At the time of approval, ACI shall assign Sponsoring Groups specific geographical areas within which they will have authority to conduct ACI certification exam sessions. This area is the approved operational jurisdiction for the Sponsoring Group.   ACI shall approve each Sponsoring Group on a calendar year basis for a period not to exceed two (2) years. Prior to the conclusion of this period, all groups shall reapply to ACI for approval to continue to act as an ACI Sponsoring Group.   In the U.S., in areas where no Sponsoring Group is actively administering a specific ACI examination, the local ACI chapter (not a student chapter) shall have first rights to administer that specific exam. International sponsorship for any ACI examination will be assessed on a case-by-case basis.   If an existing Sponsoring Group or ACI Chapter is solicited to administer an examination and participation is declined, or if a sponsor does not request an examination upon initial availability from ACI, or if a requested examination is not administered within two years following approval, administration of said examination may become available to other potential sponsors.   If more than one applicant wishes to sponsor an ACI certification exam in the same operational jurisdiction and there is documented need for more than one group to conduct the examination in that jurisdiction or portion thereof, a system of coordination between those groups shall be established. A description of this system shall be considered along with any new Sponsoring Group application and must be included in the governance system for any existing Sponsoring Group. In all cases, ACI reserves the right, in its sole discretion, to select a delivery system that in its judgment is best able to serve the interests of ACI.4   Applicants wishing to sponsor ACI certification examinations on a "national" or "regional" basis will, in appropriate circumstances, be approved to conduct exams under specific conditions at the discretion of ACI.   Approved Sponsoring Groups are responsible for:   Maintaining control over the administration of ACI Certification exams offered within their operational jurisdiction. This includes, but is not limited to, maintaining control over the ethical and professional integrity of every sponsored examination session and providing ongoing oversight of exam session coordinators, examiners, and other exam delivery personnel.   Conducting a sufficient number of exam sessions and providing equitable access to those exam sessions for all individuals seeking ACI Certification within the group’s operational jurisdiction.   Conducting all ACI exams in a manner which complies with the intent of ACI's policies and procedures governing certification.   Formulating, publishing, and enforcing consistent and equitable pricing for ACI Certification exams offered by the Sponsoring Group within their operational jurisdiction.   Developing and implementing participant registration processes that satisfy the policy requirements of each exam offered by the Sponsoring Group and verifying that each participant has met the eligibility requirements of the program before being allowed to participate in an ACI exam session.   Collecting exam fees from participants, paying materials invoices to ACI within 30 days of receipt, and distributing compensation to examiners and other program delivery personnel as warranted.   Developing a program delivery process that establishes separation between the education/training and testing divisions of the Sponsoring Group.

ACI has the right to revoke a Sponsoring Group's authority to conduct an ACI certification exam at any time, with or without cause, and with or without notice.   Appeals resulting from the denial or revocation of Sponsoring Group status will be reviewed by ACI Staff for determination of appropriate action on a case-by-case basis.   This policy shall become effective sixty (60) days after its approval by the ACI Certification Programs Committee, and shall render all previous Policy versions null and void. Sponsoring Groups shall be notified of this new policy in writing within thirty (30) days after it is approved by the ACI Certification Programs Committee.   The Certification Programs Committee shall review, revise as necessary, and reapprove this Policy at intervals not exceeding two years in length.

1 For the purposes of this policy, references to "ACI certification" and "ACI certification program(s)" include all programs administered by ACI, including those with cosponsors.   2 ACI Chapter applicants – ACI Chapters are open to all individuals with an interest in any aspect of concrete construction. This makes ACI Chapters ideal Sponsoring Groups for the growing number and variety of ACI Certification programs, provided they can organize and assemble the infrastructure and secure the expertise needed to effectively execute these programs. When populating their certification committee, ACI Chapters should be sensitive to the needs of their members and approach appointments in a fair and balanced manner, avoiding the appointment of individuals who have agendas not consistent with ACI’s interests or the objectives and efforts of the Chapter.   Non-ACI Chapter applicants – Applicants that are not ACI Chapters may represent a smaller segment of concrete construction, and membership in the organization may not be as accessible as an ACI Chapter. Non-ACI Chapter applicants should organize their operations to address the needs of individuals and companies not typically represented within their organization’s membership but impacted by the ACI programs they plan to offer. 3 Outsourcing – Some SGs employ partial outsourcing of their certification programs to ensure regular scheduling and consistency in programs offered. This model may include compensation to a third-party vendor who conducts the programs as a business. While this is an acceptable arrangement to ACI, the following items must be adhered to: The SG maintains full responsibility of all programs.   The SG will review and consider proposals from multiple potential vendors.   The SG must approve the selection of and the contract with selected vendor.   The SG develops, reviews, and approves a pricing structure for each program offered.   The SG performs annual audits of each program offered.   Contract must contain an “out” clause for the SG.   4 Accommodating Government Agencies – In some cases, multiple SGs are approved within local, regional, or State government boundaries. If an opportunity arises to secure participation from a governmental agency within one of these boundaries, but consistent administration requires coordination between multiple SGs, contact ACI for guidance.
